Another Reminder of the Lack of Road Network Redundancy In and Near Our nation's CapitAl

Well, I wonder why the D.C.-area anti-highway industry (especially those opposed to new crossings of the Potomac River, like Virginia's Piedmont Environmental Council, several members of the Montgomery County Council and the Sierra Club) have not proposed this as a "solution" to congestion on I-495 approaching the American Legion Bridge?  

On a serious note, nice example of interagency response - the incident is (barely) in Maryland, yet several of the response trucks have come from VDOT.
