There should be no construction of new highways through or around the city.That's a position that altogether ignores footprint considerations, directly and indirectly, thereby ignoring the differences between a freeway through thousands of dwellings and or Rock Creek Park versus a tunnel under K Street or along a railroad corridor. Or the difference between roads serving the urban core versus those that bypass it, such as D.C. I-95 and the I-66 K Street-New York Avenue Tunnel versus the ICC, let alone the Western Transportation Corridor in Virginia.
